The policy-based loan (PBL) of two subprograms had the objective of strengthening public sector governance and diversifying the economy through private sector development. The reform measures in the first subprogram, included the enforcement of stricter fiscal rules for revenue use, the development of medium-term expenditure frameworks for key spending ministries and structural reforms aimed at improving SOE management and efficiency. The general program goal was to strengthen private sector non-oil economic activity, raise fiscal space, and promote economic diversification. Specific reform areas for the second subprogram were: (i) introducing rule-based fiscal planning and debt management to promote medium-term fiscal planning and policy; (ii) reforming SOEs through strengthening its corporatization, standardizing fiscal controls, and introducing private sector participation in key economic areas that had been dominated by SOEs; and (iii) improving the business environment through improved access to finance for private sector businesses.
