Ratings for the Modernizing Higher Education Project for Uzbekistan were as follows: outcome was highly satisfactory, Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: use innovation grants to improve quality, promote accountability, and generate attitudinal change in Higher Education Institution (HEIs). Invest in digitally enabled higher education including virtual capabilities to improve resilience. Ensure that budgeting is carefully estimated and prioritized. Select institutional arrangements that give the project sufficient implementation autonomy. Pair technology upgrades with commensurate capacity building.
