Ratings for the Socio-Economic Inclusion in Rural Areas Project (PISEAR) for Argentina were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was modest. Some lessons learned included: projects designed with flexible implementation alternatives can adapt better to changing conditions. Specify in project design the activities needed to promote gender equity and closely monitor and support this during implementation. Like elsewhere in LAC, the productive alliance (PAs) piloted in PISEAR proved successful in boosting socio-economic inclusion. The results framework must be able to track not just project execution but also outcomes, must begin with robust baselines, and should be adapted if the Project’s scope expands. Project design included technical assistance (TA) and training as essential inputs in formulating and implementing subproject (SPs). While the focus in SPs for indigenous peoples was on social inclusion, their economic inclusion is also important.
