[지역] The Dilemma of Language Policy for National Unity and Human Rights in Tanzania.

This paper attempted to delineate that Tanzania has been caught in a dilemma that it is required to continue to strengthen the national unity as well as to enhance the human rights of language under the age of globalization. Yet, as the paper mentioned in the example of British development aid, the state's language policy is more likely to become weaker as globalization assert its forces. As an alternative strategy for this problematic situation in Tanzania, however, a blending of statist and non-statist approaches to language policies would be more likely to make sure that all citizens in Tanzania have their linguistic rights. In order to democratize the human rights of language policy, thus, a linguistic citizenship approaches need to be emphasized to be further explored and attempted through the utilization of participatory as well as bottom-up approaches to language policy. In other words, the language programs in Swahili and ethnic community languages need to be developed for grassroots to fully participate in. As long as local communities and peoples in Tanzania are excluded in the decision-making process of language planning, the intrinsic dilemma of language policy in Tanzania is doomed to remain getting worse and retrogressive.
